Question: Well I know how to find out someones moon sign mostly. I know that you get for the date closest before your birthday. But what if your date is exactly on a moon sign? Is that your moon sign or the one before it?

I would go to a site like astro.com and pull up a natal chart to see the precise position of the moon - I really don't think there's any other way to know but through some type of program.
You would need to know the birthtime though, to know whether the moon had entered Cancer or not.
I used to have a book with a table in it that would tell you. You can get them at any book store or have it done for free on line if you can find one of those offers. Your time of birth and time zone and location of birth need to be known.
