I don't think they are actually old souls, but I do know what you are describing. Water sign people tend to have an aura of mystery surrounding them. The mystery is most often formed because they keep their mouth shut and you can still tell they're thinking deeply about something. The concept of the "old soul" is one that refers to people who have inherent wisdom, but water signs most often just have a keen intuition.

yes. air signs are the intellectual level, but most water signs are "deep rowers" when it comes to facing life. they use not only intellect, but also wisdom which is a trait of old souls.
Water signs are the most complex, because feelings run as deep as water does, we get upset and hurt more, things play on our mind more and we get known as being more complex we just need extra care.

Personally, I think the term 'Old Soul' is not limited to any elemental category. The Water signs have been given more attention in this area because of their innate ability to feel things very deeply and old souls are mostly associated with the feeling, sensitive, emotional realm.
If I have to pick, then Pisces would indeed be the oldest of all old souls because it is the last zodiac sign and has undergone the previous lessons indicated by the first 11 signs. Furthermore, it is the sign that holds the key to unlock the door to our subconscious.
However, I have met many spiritually advanced individuals who are of the Air and Fire element as well. Personally, I am an Earth Sign (Capricorn) and I consider myself an 'Old Soul' - spiritually advanced because the material things that people chase today, I feel like i've been there, done that in a past life and it gives me no real lasting happiness to do so now.
