Generally, yes, Psychic vampires are born, not made. There might be some times that psychic vampires are created, but this topic is fairly controversial within the vampire community.
BTW, The Wikipedia link another answerer provided is pretty good, but it seems to imply that psychic vampirism and empathy are the same, which they are not. A person can be an empath without being a vampire, and not all psychic vampires are empaths.
When a psychic vampire feeds on energy (chi/pranna/auric energy), he/she doesn't actually feed on emotions, though strong emotions can increase the amount of energy available and sort of "flavor" it.

both, i guess similar to werewolf tales (by bite), but too much blood is bad for u, too much iron, maybe vampires are a bit hemophiliac why can tolerate the iron overload, and maybe why always portrayed as pale sometimes : )
From my experiece with them, psychic vampires ares simply people who are very emotionally draining to us. They usually try to pass themselves off as being depressed, needy, and always seeking validity for their emotional distress. i have found it necessary to allow them their choice to suffer but not to permit their behavior to affect me.Unless there is a brain chemistry imbalance, it's usually a learned behavior, not an inherent quality.
Have you ever seen a girl who cries to get attention, and then wonders why guys want to seem to "rescue" her? This is the Mermaid complex of psychic vampirism-- these women (and yes, there are men like this as well--they are called whiners and martyrs) seem to thrive on the attention of others. Another symptom of this condition is that these people almost constantly need emotional support.
