The deceptive scorpio - with libra moon?!
Question: What I mean is, have you seen a scorpio with a libra moon?
I did and I could never guess he was scorpio.
He was sparkling and effervescent.
Note that there was another scorpio guy (dont know his moon), and he was exerting his dominance. This guy with moon in libra never seemed scorpionic at all.
Of course, I don't really know him, he could be putting on an effective mask, but
does libra moon really make a scorpio sun less scorpio in a way? He prolly feels like a libra.

Sun is the INDIVIDUALITY, the ego and Moon is the PERSONALITY, the emotions. It would stand to reason that the postivie Moon/Libra would express a little stronger. What if Moon is above the horizon and Sun below, right there, Moon would be stronger than his Sun sign and find easier expression. What about his Ascendant ?
My brother is Scorpio and yes, Libra moon but IT DOES NOT GIVE HIM BLUE EYES NOR EVEN CLOSE TO ME WHICH I AM PURE LIBRA. He loves music (Libra) and the facial features are SCORPIO.

no if anything i think the scorpio would come out stronger (because it has mars as a ruller). not all scorpios have that dramatic look lol.

moon in Libra would definitely try to balance the extreme scorpio, he'll be a bit social and more positive than your typical scorp. although libra's superficiality could be frowned upon by the scorpio.

Well you have answered to an extent your question yourself. Someone with a Scorpio sun and Libra moon will by all means appear less scorpionic. When assessing a person's character, one has to look at all the other planets' placements before deciding what they are really like. It may well be that the Scorpio Sun man has a libra moon and libra rising (his ascendant), or another less intense sign. He sounds as though he is fun loving, so Mars could, for example, be placed in Gemini - an air sign.
To sum up, therefore, where our moon is in our chart and also the sign that occupies the ascendant, does have a great deal of bearing on our outward personality (ie the personality we show to the outside world). Also, its worth considering the signs on the descendant (cusp 7th house), the imum coeli (cusp 4th house) and the medium coeli (cusp 10th house). These are also very important.
I know Tori Amos = Asc Scorpio and Libra moon or vice versa, Idk ...but she has those qualities, and she's mysterious, creepy full of silent rebel and excuses.

I am a Scorpio with Sag rising and Gem moon. I come across mostly like a Saggie (which makes sense since it is my ascendant) To really get to know me though, the Scorpion side comes out.
My guess is maybe you don't know the person well enough yet. Of course the other signs color the Scorpionic energy though. I feel like a "watered down" or "diluted" Scorpio, even though my Mercury is also in Scorpio.
My life mate (against my will, it is a long story--he chose me) is a triple Scorpio. Pure Scorpio is he! He is the most dark, dominating, dangerous person I have ever met in my life. He can mask these tendencies quite well and seem like the nicest guy at the party.
He will take people down like a shark takes a seal down if they offend him in some way. They may never know who did it, either. He has a friendly facade and can manipulate things to make it look like the other party is the crazy one or paranoid one to say anything against him.
He overpowers me because fighting him is just futile. Everyone else in my life I could overpower if I wanted to (which I don't) but he wears me out. If he doesn't get his way right away with anyone, he will become who they need and say what they need to hear in order to manipulate them to his will. He is patient enough to wait a long time and keep the disguise up.
So look out because every now and again, one of us is a wolf hiding in sheep clothing.
