My guess would definitely be a Cancer.
These people tend to put things off and quite often don't make anything of themselves. It's a fact, most welfare recipients are Cancer people.
That person is probably giving thumbs-down incessantly because others might actually know something relating to the question, or, they don't want to acknowledge any answers because they themself have nothing valid to offer .
I don't think it would just be a particular sign.
Also, moon signs and ascending signs also dignify a person,
as sun signs are the most general/broad, while ascending signs are most powerful.
Just putting that out there.
But as for thumbs down, possibly a negative sign,
or a stubborn sign who disagrees with you and stubbornly just thumbs down everything, :P

CANCER wit a capital C and scorpio.. no offense cuz I like cancers and scorpios,
got 4 thumbs down for a question i answered recently, while some got 3-5 thumbs down on the same question. can't be only one sign. first thing that came to my mind is an earth sign.
