Question: Let's say Venus in Libra in the 9th house
Would you consider it as Venus in Sagittarius as well?
How about Sun in the 8th, would you see it as sun in Scorpio?
Answers: Let's say Venus in Libra in the 9th house

In simple terms : yes. But the degree will be different. if you have water in water house........that is going to agree more obviously.
If you have fire in a water house.......there could be some adjustments ready to be made.....because it is not the natural "habitat" unless other aspects indicate otherwise.
Consider it the environment or conditioning. It will inevitably give a flavour to the sign.
For ex to make you understand. A simple analogy.
Let's imagine you were born of a different race but raised and educated and lived in an different country and more in touch with another one than yours. You will be interested, gain insight and maybe adopt some of the traits of that group.
The planets are what you are born with. The houses are what influences you then there is degree of associating and incorporating that element. Nature versus nurture.
But on the negative side you might view it as "too much for you"..and might rebel and go back to your normal "roots" ..so much is at play between planets, signs and houses...do not forget aspects to other planets in the chart to support your evidence .

You are giving the ex of your venus in libra in the 9th....so let's say your partner is from another background, country (9th house rules religion, foreigners etc) or another belief than yours.....you will listen and kind of feeling ( or might..supposition here..you could be at war too) more in touch with his background and adopt, absorb some of those traits . ( influences) which you just would not if placed in another house. There could be a lot more understanding ofin that particular field and you then appropriate some of the traits.
But that is not what you were born with.......the planets, signs and aspects are the inherent capacities. The houses are equally important in that respect.
it is a give and take situation....Houses sometimes can be overwhelming and sometimes easier to adopt...

If a planet is situated in the 4th house it will adopt some traits from it.....more private, more feeling..and could be busy dealing with the home, past, subconscious etc. OR not feel at ease at all.....because the houses reflect what is expected of you too....and sometimes there IS conflict.
It is a lot more subtle than a planet in a sign that is for sure ! The sign planet is more "raw" so to speak........the house is a lot more tricky. Certainly not as easy to interpret than just the quality of a sign/
Another ex : view the planet with clothes on..Venus in (I forgot) lets's say virgo " : its clothes will be neat, classical, jewellery small, understated, delicate, easy to be hurt and see it (vision it !!) enter the 9th house of sag : wow..how is it going to behave ?? cautiously regarding matters with the 9th house. Analysing..looking around..trying to understand what it is about and after a while might pick up and adopt a different kind of clothing ; bit more casual and get interested in matters of the 9th house and blend it iwth the sign...
Oh I could go on and on and give all kind of possibitlities..I just believe that sometimes complex things are better understood when you picture them and give examples.

The planet in a house can only be in one sign.
If Venus is 18*27" (for example) Libra in the 9th house, it's at 18*27" Libra -- and not in any other sign.
Yes, the House placement is definitely equally as important as the sign placement because in all reality, it's the practical applications that bring out the planetary energies into action, that manifest themselves into reality.
However, taking your e.g, Venus in Libra in 9th House is not exactly the same as Venus in Sagittarius. The Venus will take on Libran traits of diplomacy, peace-loving and apply/express themselves in a philosophical, idealistic manner, possibly in foreign lands, higher learning, cross-cultural exchanges etc. Venus in Sagittarius on the other hand, takes on the traits of fiery passion, enthusiasm and idealism. The area of life in which these traits are manifested depends on the House Placement.
Hence, Sun in the 8th House is also not the same as Sun in Scorpio. Depending on the Sun sign, if a drastically different Sun sign such as Aquarius is in the 8th House, then the Aquarius traits of unconventionality, inventiveness will manifest themselves in 8th House manners pertaining to karma, death/rebirth, transformation, sex, partner's resources.
The planetary energies and the Houses' energies are not to be confused with each other. Hope that clears things up for you a bit.
You are asking if the house the planet is in gives it meaning? Yes, the house a planet is in adds to the nuance of the planet itself. But it does not add another sign onto that planet. See, houses are ruled by different signs, but when we are referring to the meaning of that house, we do not refer to the planet ruled by it. Just the house meaning. For instance, the fourth house of home is ruled by cancer. We would refer to home, but not cancer.

Many people have trouble with the houses nad probably don't understand it in relation to signs, planets, houses and aspects and the strength this planet has in the sign and in the natural house placement.
Venus in libra in 9th.....!!!
Their are 3 basic questions to ask yourself when trying to interpret a house or whatever. Their are other elements but lets simplify it.
1. Ask yourself WHAT is happening? Venus=LOVE
2. HOW is it expressed ? in Libra , Venus is at home so will express quite strongly in regards to partnership, marriages etc....beauty, harmony,
3. WHERE , in what area of life. In housr 9 ? This is where all this energy is going to manifest itself. Here, there will be satisfaction and LOVE (Venus) of travel.
JUPITER , the natural ruler of the 9th will give us a "feel" as to this 9th house interpretation depending where he is placed.
ASPECTS to Venus will provide an indication of the outcome of what is announced, good or bad, depending on the good or bad aspects.
P.S. The 9th house and the 9th sign have basically the same outcome Spica. Sage loves travel and the 9th speaks of religion, travel, higher education.
