Is there something significant in astrology about a 23rd birthday?!

Question: I thought I heard something once about it being a special birthday within the concept of astrology (stars & moon being alligned) but I would like to know why. Thanks

No, however during their 28th and 57th years (approx.) people experience something called the "Saturn return".

This is where Saturn returns to the same location it was the day you were born. Saturn is known somewhat as a judge, and so people tend to experience various forms of stressful tests, problems, or challenges during the time of the Saturn return. If the tests are overcome, one is generally rewarded for enduring the challenge with new exciting life possibilities. Those who do not pass the tests generally tend to spin their wheels and go nowhere until "Saturn comes back around".

I am not aware of anything astrological running on 23-year cycles, so I think you may be referring to the Saturn return.

No, but the 23rd is on or near the cusp, meaning between two signs and having characteristics of both.
