I humbly submit:
The second one with the Mars in Aries will be more aggressive. Aries is the "Warrior" Mars and will act before it thinks. And the Scorpio rising supports a personality that strikes out when angry. The Merc in Cap would speak coldly and clinically, though usually with some tact.

I have to say the 1st one
I've heard that Taurus can be quite stubborn and hositle
and since the 2nd chart doesn't include Taurus I'd say the 1st but then again its only my opinion
