Personally, whoever made that comment is way off.
Pisces is ruled by Neptune, but Neptune in Scorpio isn't the same effect. Neptune is more of the
imagination/generation you were born around. If you notice Neptune in Scorpio was the evolution of music. That was the time when more original songwriters were around.
