They celebrate their birthday on either the 28th of February or the 1st of March.

They age just like everyone else does.

On non-Leap years, they get to choose whether to celebrate their birthday on 02/28 or 03/01.

They turn a year older every year just like us .they celebrate their birthday either the day before or day after.

They only get to celebrate every fourth birthday.

The leap year is the 4th year; the one divisible by 4 (with exceptions, of course).
The 29th of February (as in this year) is the LEAP DAY; a person born on that day has traditionally counted ONLY the 29th; that is, a person born on the 29th of February 2008 will turn ONE on the 29th of February 2012.
Of course, they actually age the same as the rest of us; so on February 28 or March 1 of all other years, they can celebrate their birthday. After all, the 29th of February is an invention to help people understand the calendar.

They celebrate their birthday every four years. Like a person born this year on the 29th will be 4 in the year 2024. Kidding. It's either Feb 28 or March 1.

I'm born on a leap year, and i celebrate it just like i do when it is a leap year... the day after the 28th of feb and the day before the 1st of march, so its actually more fun when its not a leap year cause i get to have two birthdays :)
