Okay, I'm a Capricorn but, this combination is quite familiar to me.
Well, starting from his Sun in Libra, we have to note that since the Scales is the sign of partnership, it is reasonable for them to seek the PERFECT partner. Libras always seek balance and if they can't find it, they will search for the person who is closer to their ideal one. This means that they can be pretty unstable and indecisive especially when a lot of people match this description.
Nevertheless, the way they appear to others and the way others think of them is very important to them.
Now when an Air Sun and a Water Moon are combined, there is some confusion involved. Especially in this case that Libra is square to Cancer. I have a libra friend who wants to be in a relationship also, but yet he is still single and wonders why too. I try to tell him that (looking from the outside) that he is too picky, he seems to want to find the "ideal" person with no flaws and I just tell him that it is not going to happen. From what I have saw, he has passed up and basically played alot of very good women and now he's seeing these same women with boyfriends and husbands now...so he tend to get down quiet a bit..but I really can't sypathized because he brought it on himself. He's very charming, but I see that he uses his charm for evil, he tells women what they want to hear to get them, then once he get them, he tends to find something about that woman he dislikes, and ease away.
