Scorpio and Pisces, if we're talking about friends, they'd make great best friends.
Love-wise, honestly, I've not encountered these two signs together.
I believe the attraction is there because both signs are compatible and are able to speak to each other easily.
You see, Pisces are approachable to anyone.
Eg. If you've just moved into a new environment, let's say an office, of course you'll feel awkward and strange. You'll observe the people around you and the first person you'd feel comfortable with is with a Pisces. You may speak to a Leo at first but to feel comfortable with the Leo, the chances are low.
