Logically, it should be celebrated on March 1, when it is'nt leap year. Most kids like to pick Feb. 29 because it's still their actual birthday month. In fact, some kids choose random birthdays because it's fun and they can. Sometimes they choose their birthday's from their ancestor's birthday or on some other cool, wacky holiday/any day.

If I was born on a leap day...I would celebrate on March 1st. February 29th comes the day after the 28th...so the years that there are no leap days, I would celebrate my birthday on March 1st since that technically is the day after February 28th. Get it?
I was born in a leap year, although it was november of that year...
My grandmother... She celebrates it on February 28th, but look out on leap year... She gets SUPER excited!!
