i was due on the 29th but came on the 2nd...however if it was the 29th on a non leap year i would celebrate on the 28th and 1st
You could go out, but only as a 17 year old.
Depends what you're referring to as "going out" you can stay out past curfew because at midnight you'd be 18, clubs however, it's doubtful but you never know.
If you're 18 this year, you can't have been born on 29th February. 1990 wasn't a leap year.
