I would like to know if having a late libra rising would make me take on the traits of the sign of scorpio or would i have traits of both, and also does haing uranus in the first house affect physical appearance,and also since i'm at the end of the sign which one would i most resemble physically?

I'm no expert on astrology, but I do really like it. Your ascendant is Libra, not Scorpio, so you are going to resemble a Libra, not a Scorpio. There's no such thing as being just a little bit Scorpio. There's no such thing as a cusp. You're either one sign or the other, and your ascendant, even at 28 degrees and 51 is still Libra. You didn't mention your sun sign, and now you've got me curious. Anyway, I hope that this is helpful.
