This is just my opinion through observation and experience.
.Scorpio is considered the most powerfulest sign in the Zodiac.
.Leo is considered the strongest sign in the Zodiac.
Both have strong wills, and powerful personalities no doubt about that. Scorpio is the detective, the mastermind of manipulation, they rely on strategy, and finding information through the analysis of weaknesses. Leos tend to have the numbers through popularity through their treat for their social graces. When clashing Scorpios may be manipulative through mind games that the Leo fails to recognize that Scorpios are natural experts at. However Leo can have numbers also. Also, Scorpios may have many allies also more of the dangerous types than Leos, since the Leos I have met aren't attracted to the type of dangerous people. If Leo decides to get the numbers, then the Scorpio may get his/her allies and it would be a war. If on a one on one though Scorpio may use strategy and get them when they least expect it.
Most of the Scorpios used this method in real life that I have seen, although Leos had the numbers, Scorpios used strategy through analyzation and with the help of their dangerous allies since Scorpios are attracted to the powerful types of people that may seem in aid to them.
Like I said this shouldn't be taken seriously. This is just through my observations and expereience, and I cannot say that it is right since every Scorpio individual and Leo indiviual is different and all are not the same.

Leo, they're ruled by the sun, which is a whole star not just a planet like the the rest of the zodiac signs.
In horoscopes actually each signs contain their own significance. Similarly Scorpio stands for peace regarding "Land" & "Courts and Cases of Law" whereas Leo stands for "Bravery" and "Leadership". Justifying the above conditions I will say that "LEO" is more brave dominant and powerful.

A Leo, is a lion and has a great Roar indeed.
A scorpion is a surviver and so can handle altot .
Neither is the most powerful,
A Scorpio can be vengeful and not forget
and can be very hurtful with words.
A Leo is not as nasty as a Scorpio and probabley has more friends than a scorpio, as a scorpio is fussy and choosy who they take to.
A scorpio is also very nasty with words which can lead scorpio not to have many friends.
So i would say a leo is more powerful in the sence that they would be more well liked ,but for an arguement a scorpio, this does not mean that is a good thing though as people don't like it.

Let's see. In general, Leo does everything in its power to charm people into their ways. They do it the gentle way and take more time doing it. Scorpio simply gets what it wants and doesn't care how many casualties he leaves behind. I'd say Scorpio is definitely more dominant and powerful. But in the end, they could both get their own way, albeit the Scorpio gets it sooner.
While Leo is still gentle, Scorpio is a force to be reckoned with.
Of course, that would not always be a good thing.
i would say both are on equal levels.
the only difference is that scorpios are more careful, reserved, analyses alot, always in the background observing things, and tend to hide true emotions to themselves (secretive).
while the leo is more impulsive, loud, and not afraid to show their true emotions (you can say they're more dramatic), friendly, open etc.
you can say that the leo is like the president of a country, widely known, popular, etc. while the scorpio is like the assassin OR the leader of a rebellion group, carefully waiting for its opportunity to overthrow the president.

my opinion comes only from observing the leos and scorpios i know -
i would say, without a doubt, scorpios are more brave, dominant, and powerful. scorpios are all substance, leos are all show. if you want something said ask a leo, if you want something actually done ask a scorpio.
Scorpios are braver. I'm a scorpio and I'm brave simply because I'm foolhardy. I look back on stuff I've done and I'm like man! that could have gotten me killed.
Leos are more dominant because they are more charismatic but scorpios try to be dominant too. Scorpios don't have as much luck with being dominant because sometimes they cross the line and scare people.
They are both powerful. They both have amazing oratory skills and they are both magnetic and very open

Leo would be the more dominant. They don't like being told what to do, they enjoy having control over others where Scorpios can sometimes go crazy with their emotions and will enjoy being with someone that is dominant especially in a relationship or work area.
As for Brave, it is equal. Scorpio women are crazy, but not brave while all the Scorpio men I know are real brave and calculating. They will wait to bang you up if you start something with them. With Leos it is opposite. Most Leo men are cowards that have a big bark, but no bite while the women will fight you even if they know they're going to lose; they hold on to the possibility that they will win.
As for powerful, Scorpios are better built in the power area. They go into fights knowing they can go the distance. Leo has to overpower you from the beginning and end the fight as soon as possible. Scorpios will make the fight last a while and win with their balance of stamina, speed, and power. Leos lack speed, physical endurance.
I have to give Scorpio the upper hand in a fight.
