If your are very pretty that's why.. Scropios are way to secretive.. If you aren't attractive then he's not going to do it bottom line unless your a cry baby then he has no other choice..So if you know you have the looks with a nice shape then he dosent want you to have a big head because he's afraid to lose you..
Maybe he just doesn't go around complimenting all the time not everyone is like that. It does not mean that he doesn't like you or think your attractive cause i'm sure he prolly does, but scorpios are like the real secretive and uncomplimenting type to be honest and they don;t liek to be complimented themselves and they don't liek to compliment people.
I just dumped my scorpio boyfriend because of this same thing. He did compliment me once in a blue moon but not anywhere near enough and I always felt it was because he didn't find me attractive enough. I know that is wrong though because when we first started dating he complimented me quite a bit. I think he was super insecure and didn't want to do it because he thought it would go to my head. also he was very controlling and would walk out and not talk to me for a couple of weeks every time I didn't agree with whatever he said. I finally got fed up and threw him out and changed the locks on my doors. I hope this isn't the case with your guy.

They do, actually. They'd compliment you in a teasy way. :)
And when someone compliments you to them, they'd feel great about it.

I compliment anyone I'm in a relationship with daily. They
range from heartfelt, to flirty, to roundabout, and they're always
sincere. I will also give some that are playfully sarcastic.
But I've known a few that don't at all, and I've replaced one who didn't.
