I am a cancerian and yes I'm loyal when in love. However, if I feel the slightest bit like I'm faling out of love I will look for other options before I end my current relationship (that provides more stability). It's when I'm having doubts about a relationship that I start to wander. I will also start seeing other guys to get back at my boyfriends for something. Cancers have a tendency towards any kind of emotional munipulation. Cancerian "cheating" doesn't always have to involve something physical either. If you're sure he's cheating you could consider these two things.

Most cancers I know are very loyal. However, the ones I know who cheat do it emotionally. Especially if they feel their loved one is neglecting their emotional needs. On another note, if you show them stability and unconditional love they will hold on to you for dear life.
Cheating is an all around sign disfunctional habit... if they are going to cheat, they will regardless of what star they were born under... My brother is Cancer and he cheats because girls flaunt themselves at him.
Us Cancers also like to nurture (yes, even the males, myself included). It could be that this other person needs a little help and without more information, this nurturing could look like more than it is from the outside observer's point of view.
Or he could just be a jerk.
