one could be considered as stingy to someone and generous to another. I would not use the word " stingy", instead I will use " Thrifty " . Earth sign is known to be good with money, they are thrifty with water sign of scorpio and cancer running 4th and 5th place ( scorpio is concerned with people's money and cancer sees materialistic values as their security ) . And yes, these signs can be very thrifty but its normal among them ( except when cancer is in love, he will shower that person with gifts ) , however to a more generous , care-free signs like air and fire signs , these thrifty signs above can appear stingy , pisces is also generous since it likes to help everyone in anyway it can. I know several tauruses ( that includes my best friend ) and cappy to be very thrifty , and as a Libra rising and pisces moon, I can be too generous and they can sometimes be too thrifty for my taste.
That is what I think anyway, I am sure there will be better answer based on aspects of one's natal chart.

but i as a scorpio choose cancer, you cant do anything w/o them reading into something and getting 'the hard' part sooo emotional about it (and their always so off) or getting touchy/difficult- awful analytical skills

as far as scorpio moons yeah they are awfully sensitive and always behind the scenes and never show there true feelings... always playing games and coordinating things to control and make sense to them-

I would say capricorns because I'm one and I'm pretty stingy especially with money, but my mom and brother are capricorns too, and they are very generous...so I depends. My second choice would be a taurus by experience.
Virgos hate spending. They feel uncomfortable with excessive spending. They don't understand why one would go overboard with anything.
Cancers feel really insecure about spending money. They need to be safe, and money makes them feel safe.
Taurus do not share. They're always counting the money they earn and spent. They're crazy possessive.
I think Virgos take the lead with Taurus and Cancer following.
