A Moon in Scorpio person will be secretive, esp. obviously about their emotions, but will also be very loyal and constant regarding situations where their emotions are involved (fixed water). So I suppose that in answer to your question, if the Moon in Scorpio person's emotions are in play, there is not much of a chance that this person will be unfaithful. You'd want to look to this person's sun, mars and venus signs to see how likely it is for them to be "unfaithful" when their emotions are not involved.
