Yes, the first decan of a sign(0-10 degrees) is the strongest part of a sign because it has the double influence of the sign. for ex. the 1st decan of gemini is the double influence of mercury. the 2nd decan has only one influence of mercury but the secondary influence of venus(libra decan), then the 3rd decan of gemini is the aquarius decan(sub ruler is uranus.
I disagree. 10-20 degrees are the strongest. Because 00-10 is where you just hit that sign and you may have backup from the previous sign. 10-20 is where you completely left the previous sign. And 20-30 is where you are beginning to feel the effects of the next sign.
For example. If you have 00-10 aquarius. You may sometimes be conventional and down to earth hardworking like a capricorn. And at 20-30 you could be better at commiting in relationships from the emotional and social boost from pisces. At 10-20 Uranus is at its strongest making you very rebellious and thoughtful.

It depends what degrees your own individual planets are in, and your ascendant and midheaven, and what degree orb u allow. Most only allow 8 degrees, although some will allow 10. The closer the orb, the more accurate.

If we only count the degree, 10 to 20 is usually the strongest since the person does not have influence of the previous or the next sign . However , a sign is usually the strongest when at 0 to 10 degree because that is where their ruling planet is also the co-ruler.
I am a 14 degree cancer , so degree alone, so I should be the " strongest " cancerian so to speak , however, since 14 degree belong to the 2nd decan of cancer which is co-ruled by Pluto ( or mars ), I would be less of a cancerian than those who belong to the 1st decan( 0 to 10 ) who is co-ruled by the moon, so they are double-moon cancerians.
Humans are complex being , so i think this is the reason why its very hard to find a pure sign since all the planets tend to rule and co-rule every sign.
