Well there are times when it would be better to play the lottery than others!. For instance, say transiting venus makes a conjunction or sextile to natal venus!.!.!.!.!.!.we may expect a good time for finances!. Or if there is positive energy in the 2nd house in a transit chart, but of course that would be more focused on hours not the whole day!.
Nothing can flat out gaurantee you will win big or lose it all, but certainly transits will show if it is, in general, a good time to play or a bad time to play!.
