I think these are characteristics of two different things, so two different sets of aspects/placements!.
The lack of compassion can be indicated by Pluto and Saturn in hard aspect to a Moon in Aquarius or Scorpio!.
The inability to see outside oneself is a very different energy, astrologically!. This would be a self-centeredness, indicative of a high ego energy, such as found in a Cardinal mode placement!. So a Cardinal in the Moon or Mars, in hard aspect to a Jupiter (excess) or Neptune (illusion) could indicate this "all about me" type of attitude!. The Jupiter energy amplifies the Cardinal (get out of my way, I'm doin' stuff) in the Moon placement!.!.!.this focuses the energy into "I'm doing this for me" instead of "I'm doing this for others" that Cardinals normally present!. A Neptune in hard aspect would do something similar, only obscuring the real needs of the others and only allowing the person to see their own needs!.Www@Enter-QA@Com

From what I have studied, and also from what I've observed in real life, I do think it is a combination of aspects!. These aspects may be possibly stronger from sign to sign!. Here are the combinations that I would look for as indications, and I want to stress that I've seen them in combinations, not alone:
Sun square Saturn
Moon conjunction Uranus
Mercury opposition Neptune
Mars opposition Neptune

Aries and Libras are the coldest signs , they just express it in different ways!. Cardinal Signs (cancer, capricorn, libra & aries) tend to be the ME ME ME signs!. A negitive Aries looks at people like obstacles set in from of him/her to keep him from reaching his goal!.
