This is a subjective question, because each sign can understand similar signs best, and has trouble with signs different to it!.
Many people say that the water signs, such as Pisces, Cancer, and especially Scorpio, are mysterious!. Pisces has visions, Cancer sinks into moods, and Scorpio will rarely reveal what it's thinking/feeling!. But these signs understand each other intuitively!.
Air signs (Gemini, Libra, and Aquarius) tend to be more intellectual and communicate at an advanced level, so others may have trouble keeping up with their talk and ideas!.
Fire signs (Sagittarius, Leo, and Aries) are driven by thier own inner inspiration, and may seem unstable and overly optimistic to some other signs!.

Gemini, even though it seems as though you can't understand them, there is a trick
to it!. Suddenly their unpredictible and unrational behavior becomes repetitive and boring!.
When you don't bother understanding a Scorpio, it makes complete sense!.
When you act like a Cancerian, you immediately understand them!.
Pisces aren't too hard to understand!. You've simply got to stick you head in the clouds
and the rest will follow!.

I don't find it particularly hard to understand any of the signs!. I find Gemini baffling and intriguing but that doesn't make them hard to understand!. For me that's the draw!.!.!.I can watch a Gemini flit around all day long!. They are very entertaining!.
I may not agree with the thought processes of all of the signs but that doesn't equate to them being hard to understand just really different!.

Scorpio, Libra and Gemini!. I'm a Scorpio and even though I crave understanding I recognize its hard to understand my moods and what I want!. Heck, I can't even understand myself sometimes so I know it must be hard for the people around me!. My mom is a Libra and she is the most indecisive person I know!. She'll say one thing and then say the complete opposite a day later!. She obsesses over things I don't care for!. My sister is a Gemini and I have no idea what wants half the time!.Www@Enter-QA@Com
I agree with kristy b in the sense that the water signs are the most misunderstood,because they have a lot of emotional depth to them,but in my personal experience i have found that scorpio's and aquarians are the most difficult to fathom!.Www@Enter-QA@Com
