Scorpio's ruler is both ruled by Mars and Pluto!. Mars was it's original ruler like Aries, until Pluto was discovered later!. But Aries is not ruled by Pluto!. Mars has it's strongest effect on Scorpio and Aries since they are both rulers of that planet, and Pluto's strongest effect belongs to Scorpio being a ruler!.
