Question: If you check!?
A birthchart of someone but you don't know what time that person is born does that matter!? I just checked someone chart!. And i got this:

Usually, if you dont know the exact birth time of a person, then the default time to use would be 12 noon!.
What this means is that the Ascendant/Rising Sign probably won't be accurate and the House placements hence cannot be determined accurately as well!.
also, in this case, the Moon sign may possibly fall under the next sign of Aquarius, if this person is born very late on this day (since the Moon is the fastest-moving luminary, atkes 2!.5 days to switch signs)!.
Other than that, its safe to assume that the sign placements of all the other planets are accurate!. If you're not particular about finding the House placements, then that should do!.
Edit: Holland is relatively small and it would be safe to assume he's born in capital Amsterdam (if u dont know the exact birth place)!. The Houses and Asc still cant be determined with just that info!.Www@Enter-QA@Com

The biggest drawback is that without the exact time, you don't know the ascendant and therefore, the houses are no use either, so you can't do nearly as exact a reading!. It still tells you a fair amount though, if you concentrate on the planets' aspects, the signs they are in!.!.!. it's better than nothing!.

I personally would not do a natal chart without the permission of that person (unless it was someone that interests you who is no longer alive) but that is because I believe it is possible to be very accurate about someone's personality if you're a good and experienced astrologer; even more so, if you were psychic!.!.!. seems too intrusive to me!.Www@Enter-QA@Com
