I think that theoretically the two water signs go well with one another!.!.!.So I'd go with Pisces/Cancer
But I am assuming you mean a love match!. It looks like it isn't great as a business match and that Pisces/Libra match better for business!.
From experience I have a cancer/pisces mother/daughter match and it can be pretty dramatic sometimes!.

As far as Sun signs are concerned, Pisces and Cancer are a much better match, as they are both water signs!. Libra is an air sign, and water and air can have a hard time understanding each other, as water is much deeper and more emotional, while air is detached and mental!. They both are pretty good matches but!.!.I would have to say that the best one is Pisces & Cancer because they are both moody and have mood swings and Cancer can protect Pisces in a way that Libra can't!.
