A planet conjunct with Ascendant is stronger than the one in the actual house usually!.
Just like a planet in the 12th house but at 5 deg of the Ascendant, this is very strong position!.
Note that if the ruler is in the 1st house and another planet is conjunct the Ascendant, the ruler takes preference!.Www@Enter-QA@Com

Excellent answer by Left-T!. Although I would like to add that if a powerful planet like Pluto is closely conjunct your ascendant that planet takes second place to NOBODY! I don't care what the first house sign is and whether the ruling planet of that sign is found in that house!. Pluto conjunct the Ascendant is like having power in your hands that you can use to build!.!.or destroy!. Www@Enter-QA@Com
