These kinds of things are so bias because the element that you don't "get along" with as easily will be the ones that seem arrogant and the element(s) that you do get along with will appear the meekest!.
It is just perception! It is your reality!.
Plus we are more than just our sun sign!
I've seen (based on sun signs) some pretty arrogant Pisces (there are 3 who work with me) and some sweet as kitten Leos (2 close friends, my sister and 1 colleague)!. Have 3 not so nice Taurus at my job and 2 who are absolutely the salt of the earth (no pun intended)!.
So all that to say---it depends :-D

What are you trying to prove!? That all Leo Sun Signs are arrogant!. I've encountered a few modest and humble ones actually and if you've bothered to read about them, you'd learn that they are actually quite humble!.
I think hard aspects to the Sun contribute to arrogance, not the Sun Sign!.
