I have a friend who keeps attracting married men
Another friends keeps attracting the mentally unstable!.

Oh, great question!.
First off, certain aspects can identify both of those that you mentioned, attracting married men, and attracting not so stable people!. But I want to focus on the Karmic aspect of it!.
Yes, I believe that it IS a karmic balancing of sorts to have to keep dealing with the same kinds of people!. In Jan Spiller's book "Astrology for the Soul" she discusses the "life lesson" of our present lifetime and how we can discover it by exploring out North Node, Moon and Saturn placement!. It is a commonly held understanding that aspects tied to the North Node, especially synastry aspects between two people, are there to support or encourage learning our life lesson!. So, when you talk Cosmic Debt, she suggests that we are balancing Karma in this life by learning these important lessons, and the types of people who cause us to change and develope in those areas are reintroduced into our lives until we "get it"!.
I think that's why people who have never made peace with their parents often end up being forced to deal with so many others in their adulthood who invoke the same emotional response, at least until they "get" their lesson!.
In relationship issues, this can express as a pattern of bad boyfriends, jilting lovers, or even attraction or attracting married men!. It could be that in the past your friend was a cheater, or was cheated on, or was the other woman!.!.!.but instead of being a "payback" situation, perhaps this time your friend's mission is to learn empathy for the ones who cheated, or to forgive those people, or to learn to accept a situation and move on!.!.there could be a bunch of different things!.
In my own life, I keep running into themes of abandonment; my NN in Pisces supports and suggests that to get through this lesson, I must learn to trust the universe and my Higher Power to know what is best for the greater good!. I have throughout my life attached myself to people who abandon me physically in one way or another, but who still remained attached (for example, my husband travels in dangerous areas overseas occasionally, so I have to deal with trusting that whatever outcome, it is the will of my Father!.)
