That is a myth, I'm afraid, and quite an old one, going back about 100 years. It gets quoted often in the popular press, and is an old stand-by of proponents of ESP and other woo-woo stuff, but there is no substance in it at all!

Its misquoted; Its that your average person only uses that portion of their brain "at any given time"; you use all of your brain, just not all at once... this was misrepresented by groups that wanted to support the idea of ESP and other paranormal powers...
