THAT IS TO HARD FOR ME! But i think i got the first one.
miss Oregon is not Valerie or Wendy (clue1) or Olivia (same letter), it must be Gail.
clue 1 has Valerie, Gail and Wendy, therefore the second placer is Olivia.
clue 2, miss Wisconsin is 3rd and miss Georgia is 4th ... and from this, Olivia is miss Vermont and 1st place is miss Oregon.

3rd - Miss Wisconsin
4th - Miss Georgia
From the above, Wendy cannot be 3rd (same letter) hence, she was 4th and 3rd is Valerie.
