He had written down the page numbers so that he would not forget them. The bill was between pages 35 and 36, he said. But when they looked, there was no money in the book.

The butler did it. The reason Richard knew this is that the pages he stated did not face each other and were actually the front and back of a single page and could not have a bill between them. The butler obviously lied.
It was the butler. He stated he placed the bill between pages 35 and 36. That is impossible as the those pages are on the same sheet. Odd pages are always on the right side of the book and even on the left. The bill can be between pages 34 and 35, or 36 and 37, but not 35 and 36.
