in order to be "twice as cold" there must be a zero point of absolute cold or absolute hot. There is an absolute cold, around -260F, but there is no absolute hot. So, all relative measurements must be in terms of being warmer than -260f. So, if they mean half as close to absolute cold, they mean about -130. That being said, most weathermen don't undestand that and they probably mean that the number has a value, and the are measuring from the point at which water freezes, 32f. If that is the case, they mean -32f.

You can't say 'twice as cold', because to some people, this may not be cold(even though that would be weird). But you could say 'twice the degrees', because then you would be able to answer the question. So the answer is: IDK
