Most of the answers are right, but to take it a step further.
It's kind of like antiviagra, viagra works by opening blood vessels, pumping more blood and stimulating the penis.
A cold shower makes your body cold and when your body is cold it restricts your blood vessels and brings most of your blood back into your body and vital organs (and as much as most guys like to think, the penis is not a vital organ!).
When one is hot and horny, take a cold shower. Cool Down!
Well when you are all hot and bothered go jump in a icy cold shower and see what happens. You lose all interest in sex. Matter of fact you lose all interest in anything except for getting warm.
There is the theory the cold water cools your heat of passion, but in actually I think it is such a shock to your system that it totally distracts you from your lustful thoughts. Also you could theorize that it would work well for men because of the "cold" factor. ;)
