If a boat in the ocean had a rope ladder hanging off the side?!

Question: and the rungs or steps on this ladder were 1 foot apart and the bottom rung was at sea level and the water was rising at 3 inches per hour, how many hours would it take to reach the next rung?

An old chestnut.
The boat, floating on the water would rise with the water, so that the bottom rung would remain at sea level.

surely the boat is floating on the sea, therefore the rope ladder will move up, along with the boat, as the water rises.

Depends if all who are on board and where they were standing.....

no time at all...
they are all floating at sea lvl.

Is that because the ship is sinking? If so 4 hours, if not then NOT!
