There are 343 big cats (7 girls x 7 bags each x 7) = 1,372 legs. Plus 2,401 small cats (343 big cats x 7) = 9,604 more legs. Plus 14 for the girls = 10,990...add 2 more if there is a driver!
How about (7*4*7) = kittens legs + 28 (big cats legs)= 224 per bag per girl, 224*7*7 = 10976 + 14 (girls legs) = 10990.

It could be 16 because of the bus driver and the backpacks might not be on the bus. There are 38416 legs for the little cats, 1372 for the big cats and 16 for the girls and bus driver. this is probably wrong and probably not even close but 13904 or 13902 without the bus driver.
