A troll in Internet slang and in the case of Y!A, is someone who posts questions, with the intention of baiting other users into an emotional response.
So, "do not feed the troll", means don't answer the troll's questions, even if you get all angry. Just ignore them and they will go away. That's the best advice for dealing with trolls.
As for the specific troll everyone is talking about, I don't look at those categories enough to know exactly who they are talking about. I suspect there is more than one of them, anyway.
