I believe it may be that the first letter of the first number in each pair is always the same as the last letter in the second number of the pair.
on a digital clock they can be read forwards and backwards.
not correct but a guess to get me started.
because it goes 1 :: 2 2 :: 8 8 :: 5 and 11 :: 3 doesn't go with anything so its the odd 1 out. The pattern is the last number of the pair is the first number of the second pair

It goes 11 and 18, uneven, then even.
Each pair has 4 dots in between them....I win.
