Sorry to just rain all over this question's parade, but it's really simple.
The first person to say that, was the first person to see a calf (baby cow) drinking from its mother and thinking to themself "Hey, thats good for a little baby animal, it's probably good for me."
I would even go on to say that this person found out that cow milk was basically the same as human milk, but easier to get. Hence, starting what we have today.

I love this question. And I don't know lol. I actually asked almost the same question to my boyfriend.. "So who looked at a cow and said, I think I'll squeeze and pull on those things and drink whatever comes out?"... :)
