Why are there flotation devices under plane seats instead of parachutes?!

I'd like a floatation device with a parachute coming out of it. :)
would you rather have:
a parachute so when you fly over water you have to swim the entire time
or a floatation device so when you crash in water you have something...
i mean really if your going to crash anywhere most likely your going to die anyways! plus with all of those people that have no idea how to work a parachute they would just get tangled and they would die lol.
to tell you the truth; if you crash your more then likely going to die. so parachutes wont really help you any more then flotation devices
cost effectiveness
plus parachutes would have to be repacked and checked
plus does your grandma know how to use a parachute
plus if your too high when you start going down there's no way to jump out at that altitude
good point but most of the time it is because of costs

you will die of low air if you fell with a parachute
chances are your probably never going to make it out of the plane, when the plane falls really fast you get stuck to the ceiling (happened to my dad one time, hes alive the plane was able to control itself) when you are stuck, how are you going to make it to the door? and how are you going to move if you are suppose to sit there and breath the oxygen thing that comes out and is attached to the ceiling?
