Simple explanation: A white shirt under red light appears red but is white, a white shirt under yellow light appears yellow but is white, etc, so a white shirt in a pitch black room appears black but is still white.
Semi scientific explanation: Colour is our perception of the light received, that light could come from an active source such as a traffic light, or it could be reflected off a passive source, e.g. your shirt. In the case of an active source, the colour we perceive is dependent upon the spectrum emitted and the spectrum our eyes perceive, so if the red traffic light goes out it's colour changed; but in the case of a passive device, the shirt, the colour we perceive is dependent upon the light spectrum of the source and the surface molecular structure based reflection of the shirt and the spectrum our eyes perceive.
So going backwards, when the lights go out, the spectrum of our eyes doesn't change (ignoring night vision as it is pitch black), the surface molecular structure of the shirt hasn't changed ...

no, you only see colors because colors of light are reflected and absorbed. if there is no light there can technically be no colors

yes it does stay the same color... it is just yours eyes that cant correlate with the darkness
