There are no actual dots. The reason dots are seen when you're looking indirectly at an area of the image is because the corners of your eye are not able to see things in great detail, and blur the image it takes in, resulting in the sighting of dots.
However the totaly number of dots is 0, because the dots aren't really there on the image, it's just the eye messing up.

The answer, I think, is ONE - just the big one.
But the border formed by the lines would also suggest the centre is a black dot, so the answer is probably one, but possibly two.

There are no real dots, the white dots are actually the intersections of the gridlines, and there are 546 of them! The black dots are optical illusions.
well there is 16 lines down with 41 rows so 16X41= 656 but since they turn black too that would double it to 1312
so there are 1312 dots
