well, i don't know how to say this but when i finished Metal gear solid 2 in some part the colonel said "i need scissors 61" which i didn'y quite understand cause i'm not from america and i don't know very good english or whatever! !.!.Now when i visit a web site that has to do with MGS2 everybody mentions that phrase and they say that is is the funniest thing they've heard on a video game!!!

It is just a bit of foolishness thrown into the game!. It doesn't actually mean anything at all!. It is possibly a reference to some earlier Japanese Metal Gear Solid game, but I doubt it!.
At the part you are talking about, the Colonel says completely random things!. It is because the virus you uploaded to Arsenal earlier is actually effecting the Colonel too, because the Colonel is part of Arsenal's AI!. So basically the Colonel says really random things!.Www@Enter-QA@Com
