Like in those crime movies, the police will get this light bulb and swing it around, and trys to get the person to tell the truth!.

Simple!. It's a (relatively) mild form of torture, making the victim very uncomfortable and also giving him or her a headache in some cases!. Further, it's difficult for them to see much else when their eyes are open - and obviously impossible should they close their eyes!. interrogation, the light isnt always used but in movies they do it to put more pressure on!. It makes the person in question not able to see you, puts them in a defensive mode right away, also it is said that the pupil of a liar will flutter or dialate, maybe its to observe that better as well since the light will contract it naturally!.
