Ever heard of binoculars!?
Oh well,
You have to go up the hill and come back, with horse, without horse, getting four equations to solve four unknowns:
a) time to go uphill - with horse,
b) time to go uphill - without horse,
c) time to go downhill - with horse,
d) time to go downhill - without horse!.
Then you can go up the hill and set the clock to '(time when you left) + (time to go uphill with horse)'Www@Enter-QA@Com

You could rig up a camera and aim it at one of the clocks, link it to a TV rigged up beside the second clock and set that clock by watching the clock on the TV!. I know it's not the answer you want, but I think it's a damn good idea!Www@Enter-QA@Com
