Creepy/mental man?!

I work part time at my university for one of my jobs!. The job entails sitting in an office and checking summer students and summer camps in and out of the dorms!. Well, there is a man - maybe in his 30's - who I suspect is a career student because he lives here year round and has been here ever since my graduated friends were here!. Anyways, he has the dorm room next to the office, and often makes very odd noises, and talks to himself!. It's not like phone conversations either, because he'll go in and out of his room all day long and make these noises!. Today, after a series of groans, moaning, and random sporadic yells, he started saying in a really high pitched voice "i can't remember hooow!. i can't remember hooooooow!. go away go away go away" then proceeded to get angrier (keep in mind, he's by himself) and be like "GO THE F*** AWAY" followed by some more moans and wails!.
The reason I question this, is since this man seems to be hearing voices, is he mentally fit/safe for!.!.!.Www@Enter-QA@Com
