90 and 36 are multiples of 18!.
I used a 1 in the next-to-last position because there aren't too many 2-digit multiples of 28 or 38!. It can't be a 5 because there are NO 2-digit multiples, and it can't be a 7 or 9 because those are only 1 digit away from 8!.
I moved around the 2 digit multiples of 18 (36, 54, 72 and 90) until I found the only combo that met all the other rules!.
