Personally id pick uk (im from england, and london is so awesome)
So much entertainment, lots of amazing museums/galleries/theaters and of course amazing shops
if you go to london, look for Carnaby Street and then Ben's Cookies, they are amazing!. Soho is where all the film/music companies are (with Groucho club-lots of celebs) and is just off oxford street where the big shops are
plus, no offence but uk chocolate is way better than america and australia
all easily accessible by the tube (underground railway)
plus, unless you spoke russian, you would probably understand everything a lot better
However, it does rain a lot , whereas in Russia its snowy, and you would probably experience more culture/different foods/amazing buildings
