I think this is a saying!. Originally (especially in the UK's version of history) Romans built almost everything that we have here in the UK especially the roads--the were renowned for their roads!. So people used to say that all roads led to Rome coz a!. they bult them that way so they could get home easily after all their conquering and b!. its a wider metaphorical picture of their empireWww@Enter-QA@Com
